This report describes the program outcomes of an Equity in Practice Learning Community cohort of integrated data system partnerships that aimed to further health equity.
Participants increased their confidence in engaging in conversations about DEI and power, their knowledge of how structural racism impacts data access and use, and their knowledge of strategies for centering racial equity and sharing power in decision making. They also increased their knowledge of how to determine who should be at the table.
Actionable Intelligence for Social Policy worked with six sites to help them improve their equitable data practices. The learning community aimed to “help data sharing efforts implement and build on the promising practices identified in [AISP’s] Toolkit for Centering Racial Equity in Data Integration,” the authors write.
AISP hired four equity fellows and recruited six Equity in Practice sites. They assessed needs, set goals, and delivered technical assistance and coaching support.

Actionable Intelligence for Social Policy (AISP) launched the Centering Racial Equity through Data Integration initiative in Spring 2022. AISP designed the [Equity in Practice Learning Community] to help data sharing efforts implement and build on the promising practices identified in their Toolkit for Centering Racial Equity in Data Integration.
AISP’s goals for the Equity in Practice Learning Community (EiPLC) are as follows:
EiPLC engaged two cohorts. The first cohort, and focus of this report, consisted of integrated data system (IDS) partnerships with an interest in furthering health equity. The second cohort, which launched in Summer 2023, focuses on education equity.
AISP initially selected and engaged four Equity in Action fellows and selected six sites from around the United States to participate in the first cohort of the (EiPLC). For this report, the sites are labeled as Site A – E. In some examples of successes, the site names are included. More information about each of the sites can be found in the Appendices.
To evaluate the EiPLC, AISP contracted with DTG Community Services LLC (evaluator). The evaluator, with assistance from the AISP team, developed a logic model to guide the evaluation. We drew data for this report from AISP materials, the cohort site applications and background materials, a baseline and final survey, team meeting notes, and all cohort meetings and presentations. All sites also participated in two EiPLC convenings and the 2024 AISP Network Meeting. For each of these gatherings, we also collected, analyzed, and reported on feedback and growth. Where appropriate, we present data disaggregated by site.
This report provides preliminary results related to the short-term and intermediate outcomes, specifically for Cohort 1. Future case studies will capture progress toward the long-term outcome of equity-oriented data-informed policy and practice.
