Boosting Enrollment: Lessons Learned from 2013-2014

This report examines the first open enrollment experiences and successes of several state-based marketplaces (SBMs) and provides recommendations for improving the ability of SBMs to reach and enroll more people in commercial insurance, especially the uninsured.

The observations and experiences of these states provide valuable lessons about marketing and sales campaigns, including targeting specific populations, the roles and resources of navigators, and media and marketing support.

Recommendations are drawn from Colorado, Connecticut, Kentucky, Rhode Island, and Washington, and focus on strategies to get low- to moderate-income people to purchase qualified health plans.
