The STEPS to End Family Violence program, run by the Edwin Gould Services for Children, a nonprofit agency in New York City, hired a full time substance abuse counselor who was also knowledgeable about domestic violence. From September 1998 through August 1999, the agency used the grant to counsel domestic violence victims with substance abuse problems.
- STEPS provided substance abuse counseling to 69 women and group counseling and domestic violence education to 84 women.
- The counselor made presentations to community coalitions and conferences.
- STEPS sent information about the program to local domestic violence and substance abuse agencies and programs, as well as to correctional facilities and the Brooklyn District Attorney's Office.
