Raymond McGhee
Senior Program Officer
Raymond McGhee, joined the Robert Wood Johnson Foundation (RWJF) in 2020, bringing his expertise—in research and evaluation studies, policy analysis, and program design—to the Foundation’s Research-Evaluation-Learning (REL) team. In this role, he works across various RWJF program areas to advise on key evaluation efforts, including a long-term evaluation of the Foundation’s systems change efforts in building a Culture of Health. He views his efforts as “being part of a collaborative, passionate, insightful team committed to making a difference, with health equity at the center of all we do.”
Previously, Raymond served as senior director of Equal Measure, a nonprofit evaluation and philanthropic services firm based in Philadelphia. His wide-ranging work included: coordination of network development and capacity building for the National Science Foundation’s INCLUDES network, a national program to enhance U.S. leadership in science, technology, engineering, and mathematics (STEM); evaluation of the Bill and Melinda Gates Foundation P-16 Community Investment Evaluation Partnership; and evaluation of the California Endowment’s Boys and Men of Color initiative with their Building Healthy Communities body of work in California.
Prior to his work with Equal Measure, Raymond was a senior researcher with SRI International, a Menlo Park, Calif. nonprofit scientific research institute. He directed evaluations of a number of major evaluation projects, including: an evaluation of the U.S. Department of Education’s 21st Century Community Learning Centers, supporting after school enrichment and youth development activities; the National Science Foundation’s Advanced Placement Science Study, which examined the impact of advanced placement science courses on outcomes for students in high poverty school districts; and the Shenandoah Valley Workforce Transitions Project, which involved working with the region’s education, business, community, and civic leaders to develop a strategic plan to address workforce development needs.
A U.S. Navy veteran, Raymond earned a BA in linguistics; an MA in applied linguistics; and a PhD in education from the University of California, Los Angeles. He has written and presented extensively on STEM learning, and other adult and youth education programs.
Born in Alabama, he lives in Takoma Park, Md. with his wife, a college professor. They have two children. He enjoys international travel, reading American history, and cooking—especially making stews and grilling on the weekends.
