SUMMARY

From 2006 through 2008, the American Lung Association expanded its various efforts to inform stakeholders in the tobacco-control community of key state and federal policy developments and trends.

Since 1996, the association has published the State Legislated Actions on Tobacco Issues (SLATI) print guide, which it expanded in 2000 with an online database of all tobacco-related state laws in the United States. The association also has produced Tobacco Trend Alerts, policy briefs for researchers, policy-makers, the media and tobacco-control advocates, as well as other publications.

Key Results

  • Project staff updated the SLATI Web site to ease access to the online database of tobacco-related state laws and modified the site's name to Tobacco Policy Project/State Legislated Actions on Tobacco Issues (SLATI). Staff regularly updated the online database as new tobacco-control legislation took effect.
    • The changes were designed to make the SLATI Web site more interactive so as to enhance policy analysis and improve the ability to track trends.
    • The modifications were made based on recommendations from a 2007 survey of Web site users and an advisory committee of tobacco-control experts.
    • Between 2006 and 2008, the number of visitors to the Web site grew from about 50,000 to 100,000.
  • Staff published and distributed annual and midterm print editions of the SLATI database report, providing a snapshot of tobacco-control laws for each calendar year. An electronic version was available for download. (See the Bibliography.)
  • The project team compiled and distributed the monthly Tobacco Control Tribune, a summary of state, federal and local actions on smoke-free air, tobacco taxes, tobacco funding and other issues. (See subscription link online.)
    • From 2007 to 2009, subscriptions increased from approximately 25,100 to 34,400.
  • Staff produced several Tobacco Policy Trend Alerts, e-newsletters to alert the community of new tobacco policy trends and solutions. (See the Bibliography.) Alerts included:
    • Alcohol-Flavored Cigarettes—Continuing the Flavored Cigarette Trend, May 2006.
    • From Joe Camel to Kauai Kolada: The Marketing of Candy-Flavored Cigarettes, updated May 2006.
    • An Emerging Deadly Trend: Waterpipe Tobacco Use, February 2007.

Funding
The Robert Wood Johnson Foundation (RWJF) provided $143,081 in support for this unsolicited project from January 2006 to December 2008. The American Legacy Foundation contributed $50,000 to this project from June 2005 to May 2006. Pfizer Corporation contributed $75,000 in October 2007.

After the Grant
The American Lung Association was exploring options for additional funding to support expansion of the SLATI database and publications.
