Louisiana's LaCHIP Program Adds a Quarter-Million Kids to Medicaid

From 1999 through 2001, Louisiana's Office of Public Health, Maternal and Child Health Program (housed within the state's Department of Health and Hospitals) served as the lead agency of a statewide coalition to increase the number of eligible children in the state enrolled in government-funded health insurance programs.

The project team worked to improve outreach, simplify applications and coordinate with other programs.

The effort was part of the Covering Kids®: A National Health Initiative for Low-Income Uninsured Children, a national program of the Robert Wood Johnson Foundation (RWJF), which included project sites in all 50 states and the District of Columbia.

Key Results

  • Helped to reduce the number of uninsured children in the state by an estimated 230,000, according to the project director.
  • Through a school-lunch campaign, helped increase the number of toll-free calls to the LaCHIP hotline from 1,209 (July) to 8,193 (August) 2000.
  • The state's Medicaid Application Revision Committee made improvements to the hotline for LaCHIP enrollment, including increasing the hours of operation and adding language assistance service.

Funding
RWJF provided $984,956 to the Louisiana project.
