The Healthy Kids Replication Program was a national program to help states develop a comprehensive children's health insurance product that was to be sold through the schools.

However, the 1997 federal Balanced Budget Act of 1997 established the State Children's Health Insurance Program (SCHIP), which provided block grant funds to the states to expand Medicaid coverage for uninsured children or develop a new insurance program.

As a consequence, many states turned their attention to developing State Children's Health Insurance Programs.

Key Results
Five states received funding and achieved the following results:

  • Colorado focused on improving the effectiveness of marketing and outreach activities for its SCHIP. During fiscal year 2001, Colorado enrolled 45,773 children in its SCHIP. See Colorado National Program Project Report.
  • Georgia focused on completing planning activities for its SCHIP. During fiscal year 2001, Georgia enrolled 182,762 children in its SCHIP. See Georgia National Program Project Report.
  • Iowa focused on obtaining actuarial and communications services, identifying health plans, and conducting outreach activities for its SCHIP. During fiscal year 2001, Iowa enrolled 23,270 children in its SCHIP and expanded Medicaid program. See Iowa National Program Project Report.
  • New Hampshire focused on building its infrastructure, marketing and outreach activities, and quality evaluation for its SCHIP. During fiscal year 2001, New Hampshire enrolled 5,982 children in its SCHIP and expanded Medicaid program. See New Hampshire National Program Project Report.
  • Texas focused on two support functions for its Healthy Kids program. During fiscal year 2001, Texas enrolled 500,950 children in its SCHIP and expanded Medicaid program. See Texas National Program Project Report.

Program Management
The Florida Healthy Kids Corporation, in Tallahassee, administrator of the Florida Healthy Kids program, served as the national program office.

Funding
The Robert Wood Johnson Foundation's (RWJF) Board of Trustees authorized up to $3 million in 1996 for the program.
