The State of State-Based Insurance Exchanges

December 14 was the deadline for states to submit blueprints for creating a state-based insurance exchange. Each exchange will offer a number of options where uninsured residents and small employers can compare various health-plan options offered by the government and independent insurance companies. The ACA requires each state to have an operational health insurance exchange by January 2014.
