Who are the Enrollment Assisters?

Across the country, consumers can get help finding and enrolling in insurance plans offered through the marketplaces. They will be known by different names, depending on who provides the service and where they are located.

Alliance for Health Reform Toolkit

The RWJF-funded Alliance for Health Reform Toolkit explains the different kinds of enrollment helpers, provides a breakdown of financing for the helpers, links to news articles and reports explaining the issue, and more.

1. Navigators & In-Person Assisters

Navigators and in-person assisters help consumers with the enrollment process. They can be nonprofit organizations, professional associations, licensed insurance agents or brokers, or any public or private entity capable of carrying out the required duties.

2. Certified Application Counselors

CACs exist in many states to help people apply for Medicaid. Being certified as CACs enables organizations that would like to be engaged in application assistance to help consumers in a more formal capacity.

3. Agents and Brokers

Licensed insurance agents and brokers can help consumers and small employers select and enroll in health plans offered through marketplaces.

RWJF and Consumers Union developed consumer-tested brochures and other materials to help explain the health premium tax credits to consumers. Brochures and state-specific materials are availalbe in English and in Spanish. Sample worksheets, timeline illustrations, and more are availalbe for use.
