This analysis prepared by Legal Barriers, based at The George Washington University School of Public Health and Health Services, finds that the structure of the rule and its accompanying policy documents suggest that ACOs will develop incrementally over time. The authors also note, among other findings, that the rule limits entry to the ACO market as the agency tests the accountable care waters.
