In 1996 the U.S. Department of Education's Higher Education Center for Alcohol, Drug Abuse, and Violence Prevention launched a project to help colleges and universities promote evidence-based "environmental management" policies designed to prevent alcohol and other drug abuse.
The environmental management approach moves beyond a focus on changing behaviors of individuals to identifying and changing those factors in the physical, social, legal and economic environments that promote and abet alcohol and drug problems.
In 2003 the project moved to the Education Development Center, a Newton, Mass., a nonprofit educational promotion organization. This report uses the Education Development Center as the grantee name. The project ended in 2008.
The Education Development Center created the 51-member Presidents Leadership Group to bring national attention to campus alcohol and other drug issues and to highlight concrete ways in which college presidents can serve as effective catalysts for change.
It assisted in the formation of statewide initiatives in 48 states to bring college administrators, state officials, community coalitions and professional and trade associations (e.g., chiefs of police and hospitality associations) together to collaborate on informing public policy.
It also carried out an extensive media campaign, which included publications, presentations, conferences and training workshops.
