The report, lead author Genevieve Kenney of the Urban Institute, examines the impact of policy changes to Medicaid programs in Kentucky under the Deficit Reduction Act of 2005 (DRA). Changes implemented included tailoring benefits to fit the needs of enrollees—with a focus on prevention for healthy children, restructuring eligibility categories, the creation of targeted benefit packages and benefits to reward healthy behaviors. Kenney and her co-authors conclude that though the states experienced numerous successes with the Medicaid modifications, additional changes are needed to address the root sources of access, cost and quality problems.
