This American Institutes for Research (AIR) study describes challenges to efforts to engage consumers in evidence-based decision-making. The study examines consumer misconceptions, values, beliefs, and behaviors that include skepticism about guidelines, reluctance to question care, and gaps in knowledge about basic concepts.
