Reducing Underage Drinking Through Community and State Coalitions
The Puerto Rico Coalition to Reduce Underage Drinking conducted activities throughout the island to reduce alcohol use among underage youth.
The Robert Wood Johnson Foundation (RWJF) provided more than $1.7 million for this project under its national program Reducing Underage Drinking Through Coalitions from December 1996 through June 2005.
Key Results:
- Assisting in the implementation and evaluation of a "Code of Order" enacted in Old San Juan and 56 of the 78 municipalities. The Code of Order required the enforcement of existing drinking laws and increased the penalties for disregarding those laws.
- Enactment of a law that reduced the blood alcohol content allowed from .10 to .08 in 1999, and enactment of zero tolerance of any alcohol level in underage youth in 2003.
- A decrease in alcohol use in schools from 70 percent in 1998 to 56 percent in 2004, according to researchers at Central Caribbean University.
