To help RWJF assess the overall effectiveness of the Covering Kids & Families initiative, Mathematica Policy Research, Inc. (MPR) and its partners, The Urban Institute and Health Management Associates, were hired to conduct a formative evaluation of the program in 2001. Data were collected from site visits, telephone interviews, focus groups, grantee quarterly reports, surveys and enrollment information.
This paper, examining how environmental changes impact CKF activities, is one of several memos and reports that synthesize this data and provide information and analysis to the Foundation on grantees’ implementation experiences.
