Barriers to Achieving Covering Kids & Families (TM) Goals

The goals of Covering Kids & Families (CKF) are to reduce the number of uninsured children and adults eligible for Medicaid or SCHIP programs who remain uninsured and to build the knowledge, experience and capacity necessary to sustain the enrollment and retention of children and adults on those rolls after the CKF program ends.

Between June 2002 and December 2003, grantees made contact with 14 million individuals through 7,577 outreach events; provided direct assistance with more than 300,000 applications for Medicaid or SCHIP coverage; worked to have CKF mentioned in 169 television news stories, 172 radio news stories, and 261 print news stories; formed partnerships with numerous community groups to help institutionalize the work of CKF; and influenced state health policies. Yet, in fall 2003, 92 percent of the CKF state and local grantees interviewed in 36 states reported facing significant barriers to achieving CKF program goals.

This memo highlights the types of barriers grantees cited and considers how these barriers appear to be affecting CKF activities.
