Making the Grade - Expanding and Improving School-Based Health Centers in New York
Making the Grade: State/Local Partnerships for School-Based Health Centers
From 1994 to 2001, New York State improved its system of school-based health centers (SBHCs) by:
- Standardizing practices at existing centers.
- Stabilizing funding.
- Launching additional school-based health centers with community partners.
Health Research, a nongovernmental organization in Albany, acted as the fiscal conduit for the state. A Coordinating Council helped with needs assessment and statewide planning.
The project was part of the Robert Wood Johnson Foundation (RWJF) Making the Grade: State and Local Partnerships to Establish School-Based Health Centers national program.
Key Results: During the course of the project:
- New York Making the Grade formed partnerships with institutional providers in three local communities to launch seven new school-based health centers.
- The total number of school-based health centers in the state grew from 140 to 160 during the project period.
- Project staff developed and disseminated standards for school-based health centers services and staffing.
- The state created a "carve-out" contract that enabled school-based health centers to bill Medicaid on a fee-for-service basis, rather than seek reimbursement through a managed care network.
- In the final year, the state project office coordinated development of guidelines for school-based health centers mental health services.
