Upgrading Technology: In Arkansas, the health department staff faced the challenge of migrating the immunization registry from the health department's legacy Wang mainframe computer to an NT file server. While the technology costs of such a move are very high, so are the human costs. The conversion to "Wang-free by 2003," the adopted motto, placed a large demand on information technology staff time and skills, resulting in high staff turnover, as well as hours lost to the untrained staff that replaced them and costs to pay outside consultants to fill the void.
