Arizona, a largely rural and frontier state, sought to develop a community needs assessment and strategic planning process. Under the planning grant to its Department of Health Services, it launched pilot projects from 1993 to 1995 to test this approach in three communities.
It also completed an assessment of market demand for mid-level providers, established a loan repayment program, and developed a clinic licensure manual to assist new practice sites. It did not receive funding for the implementation phase.
The project was part of the Robert Wood Johnson Foundation (RWJF) national program Practice Sights: State Primary Care Development Strategies.
