In 2003, some 374,000 Florida children were potentially eligible for KidCare, the state's Children’s Health Insurance Program, but were not enrolled. The Covering Kids & Families statewide coalition faced an array of obstacles to closing the gap.

From 1994 to 2002, staff at Rhode Island Department of Health created four new school-based health centers (SBHCs), helped secure core funding from the state and worked with state agencies and other decision-makers to create more favorable state policies and stable funding for the centers.
