From 1994 to 2002, staff at Rhode Island Department of Health created four new school-based health centers (SBHCs), helped secure core funding from the state and worked with state agencies and other decision-makers to create more favorable state policies and stable funding for the centers.

The Iowa Department of Human Services conducted planning activities for its State Children's Health Insurance Program, which included an expansion of Medicaid and the establishment of a new program, called Healthy and Well Kids Iowa (hawk-i).
