The Program Being Evaluated
Advancing Recovery: State and Provider Partnerships for Quality Addiction Care is an $11-million national program of the Robert Wood Johnson Foundation (RWJF) designed to promote the use of evidence-based practices by treatment providers through innovative partnerships between providers and single state agencies. This initiative is expected to improve clinical and administrative practices that impede the use of evidence-based practices.
About the Evaluation
Variability exists in how states are structured to purchase and regulate addiction treatment care and in how providers implement addiction treatment. This solicited project, led by Paul M. Roman, Ph.D., at the University of Georgia Institute for Behavioral Research, will use quantitative and qualitative methods to evaluate the Advancing Recovery program by both highlighting implementation and impact within participating states and maximizing opportunities to aggregate data across partnerships so that widespread comparisons can be made.

Summary of Methods
Using longitudinal research methods, the proposed evaluation strategy will integrate data from representatives of state authorities, addiction treatment organization leaders, and staff from all of these organizations. Data sources will include staff surveys, databases from participating agencies, and focus group feedback. Data will be collected at baseline and then at six-month intervals until 36 months post-baseline.
Site visits will be performed to collect data and meet with grantees in person. During site visits, qualitative focus groups will be conducted with key constituents involved in implementing strategies in each state-provider partnership to track changes in attitudes and practices among constituents over time. Also, repeated walk-through exercises will be performed by groups of agency staff and evaluation team members in order to yield important insights into procedural and structural barriers that might block the use of evidence-based practices in provider agencies.
Products and Dissemination
Key deliverables will include peer-reviewed articles and progress reports that will be shared with providers and states, regardless of whether they participate in Advancing Recovery. Products will be disseminated in print and via the Advancing Recovery and RWJF Web sites.
