Technical assistance and direction for RWJF's Consumer Voices for Coverage program, 2013-2014

The Foundation's program, Consumer Voices for Coverage: Strengthening State Advocacy Networks to Expand Health Coverage, was designed to support state-based consumer health advocacy networks to increase their capacity to participate in health care reform efforts with key stakeholders, such as businesses, hospitals, insurers, providers and government officials.This grant provides support to Community Catalyst, to continue in its role as the National Program Office (NPO) for the Consumer Voices for Coverage initiative. The Foundation's Coverage team's current strategy is to devote most of its resources to support implementation of the Affordable Care Act (ACA) in a set of 11 states. As part of this strategy, the Foundation will support non-lobbying consumer engagement related to ACA implementation in the states under its ongoing Consumer Voices for Coverage initiative. Community Catalyst, in its role as NPO, will provide support to Consumer Voices for Coverage grantees in each of the states as they seek to play a constructive role in health reform implementation in their states, with a focus on outreach, enrollment and consumer assistance. More specifically, Community Catalyst will provide grantees with individualized and group tools, technical assistance, and strategic coaching to help them as they execute their strategic plans. Community Catalyst will continue to help grantees and leadership team members develop their capacities for policy research, policy analysis, communications, coalition-building and maintenance, consumer assistance, grassroots engagement and sustainability. Actual implementation, when it starts in January 2014, will almost certainly create new issues and require new kinds of responses. The NPO will continue to help grantees develop and utilize the skills and capacities described above, and will also add new elements to its grantee supports to ensure that grantees are ready to be flexible, creative, collaborative and responsive to new policies, new situations, and emerging consumer needs. Importantly, the NPO will also ensure close coordination between local, state and national organizations and others working on outreach and enrollment to assure maximum benefit. This will include close coordination with Enroll America, another enrollment initiative being supported by the Foundation.Community Catalyst has engaged outside counsel to ensure that all of the work RWJF funds through the Consumer Voices for Coverage program is consistent with RWJF funding prohibitions against lobbying and political activities.
