Planning a public-education and advertising campaign to enroll the uninsured under coverage provisions of the Affordable Care Act in 2014
Beginning on January 1, 2014, more than 40 million uninsured Americans will be eligible for health coverage options because of the Affordable Care Act (ACA)--all of the uninsured except those not legally in the country. However, the fulfillment of this promise will require a far-reaching, diverse, multifaceted outreach initiative to inform the uninsured about available coverage and help them enroll. For this reason, Enroll America intends to mobilize the private sector to launch an ambitious public-education and advertising campaign in cooperation with the Department of Health and Human Services (HHS). Private-market involvement is critical because HHS does not anticipate having ample enough funds for public-awareness activities related to enrollment opportunities under ACA. This grant to Enroll America will support development of a formal, multifaceted campaign that will include: (1) descriptions of and cost estimates for staffing and consulting needs; (2) descriptions of the roles of different players, including business leaders, health care providers, government agencies, field and grassroots organizers, celebrities; (3) an analysis of the relationship between Enroll America and those carrying out campaign activities at the state and local levels, including how these activities should be coordinated; and (4) a menu of options for public-education campaigns based on various resource levels.
