Developing options for Medicaid-coverage expansion and providing evaluation oversight of the Medicaid Leadership Institute
The Foundation's initiative, Medicaid Leadership Institute, was designed to develop a leadership program for Medicaid directors designed to cultivate the skills necessary to resolve health care challenges facing states and the nation.The goal of this project is to provide assistance to the Foundation's Coverage team in planning and developing options for future Medicaid programming. The evaluator will study existing technical assistance programs administered to Medicaid agencies; conduct interviews with key state, federal and private-sector experts to learn about the needs of Medicaid agencies; develop a list of topics about which the Coverage team could provide technical assistance to Medicaid agencies; and write a report with recommendations on the most appropriate options for the Coverage team. This program contract will also support general evaluation activities of the Medicaid Leadership Institute (MLI) program to provide feedback to the Foundation and the National Program Office (NPO), the Center for Health Care Strategies. The evaluator will provide general evaluation support, including being available to the MLI fellows as an outside ombudsperson, monitoring the year's activities, attending the first and last meetings, and providing an end-of-year report on the year's activities to the Foundation and the NPO.
