Providing technical assistance to the states in implementing coverage provisions of the Affordable Care Act, 2012-2013

Under this program contract, Manatt Health Solutions (Manatt) will provide technical assistance in: (1) developing streamlined eligibility and enrollment systems; (2) effecting seamlessness between Medicaid and the state health insurance exchanges; and (3) operationalizing the federally facilitated exchange. Manatt will also provide tailored strategic planning to states and conduct statutory and regulatory analyses. Deliverables will include monthly calls and written reports to the national program office of the State Health Reform Assistance Network (State Network) on the technical assistance (TA) that Manatt provides to the states; webinars; in-person meetings with states, either through site visits or small-group consultations; individual and group calls with states; templates and analytical frameworks to guide state decision-making; workplans; and analyses of federal guidelines. Assistance to state officials will constitute nonpartisan research and analysis or will constitute a response to a written request for technical assistance within the meaning of the federal tax rules. The grantee will not use Robert Wood Johnson Foundation funds for lobbying.
