Developing a research design to measure and monitor access to primary care during health reform implementation

This grant provides support for the planning of a program aimed at measuring current primary care capacity and access and tracking the impact of the Affordable Care Act (ACA) on access to primary care. When fully implemented, ACA could expand coverage to 32 million uninsured people. However, coverage does not guarantee access to care. Monitoring the new demands on health care providers and their ability to meet those demands will be critical as ACA is implemented and coverage expands. The project will involve surveying providers, and this grant will permit the grantee to design, pilot, and prepare for fielding the study. Activities will include identifying the geographic areas to be audited, purchasing lists of physicians, drafting survey protocols, and identifying the types of providers to be audited. The grantee will consult closely with Foundation staff throughout the planning of the project.
