Technical assistance and direction for RWJF's Regional Quality Strategy program, 2011-2012

The Foundation's initiative, Aligning Forces for Quality: The Regional Market Place, was designed to help communities across the country align health care forces to improve the quality of health care.The Foundation is seeking to sustain high quality patient-centered and equitable care in a set of targeted regions by 2015. Under this strategic objective, the Foundation has launched the Aligning Forces for Quality (AF4Q) program directed at 16 communities and their respective alliance leadership teams. This program focuses on three critical areas: performance measurement and public reporting; consumer engagement; and quality improvement. The Foundation has asked The George Washington University to assume a leadership role as the AF4Q National Program Office to manage six major activities: (1) national program management; (2) focused technical assistance to the alliances; (3) technical assistance to providers and health plans; (4) research and information; (5) legal barriers and policy; and (6) communications. This structure requires the ongoing participation of many national experts with diverse content expertise. However, as the program matures increased emphasis will be placed on peer-to-peer learning as a critical form of technical assistance and knowledge transfer. Impact will be gauged by the project's ability to achieve the Foundation's program objective and goals, as well as progress measured by other indicators. Impact will be measured against the Foundation's board indicators and by the continued emergence of AF4Q as a known, nationally branded undertaking. In all activities, RWJF will seek to emphasize targeted, cost-effective strategies.
