Supporting an analysis of policy options for providing coverage to low-income and uninsured populations in New Hampshire
This grant to the Endowment for Health (the Endowment) will support an analysis of options for the state of New Hampshire in considering how to develop the Basic Health Plan (BHP) for its Medicaid recipients and low-income residents. Through the issuance of a request for proposals, the Endowment will identify a vendor to perform this analysis, which will include policy options for the state to develop BHP and the subsequent plan design; the impact of BHP on the health insurance exchange in the state; consumer affordability of BHP versus the subsidized plans in the exchange; and enrollment and cost estimates for Medicaid expansion. Deliverables will include a series of reports containing policy research and analysis, which will develop policy options, and the data and analysis that state policy-makers can use in making their decision on whether or how to implement the BHP option under the Affordable Care Act.
