Helping state legislators understand their responsibilities and opportunities in health reform implementation

The goal of this project is to help state legislators and their staffs understand their responsibilities and opportunities to work toward successful implementation of ACA within the context of their state's framework, needs and resources. State legislators will play key roles in health reform implementation, but they face several challenges, including the aggressive implementation time line, lack of decision-making support, multiyear budget shortfalls, and significant election-year turnover, both for governors and legislators. In order to help legislators and their staffs, the National Conference of State Legislatures (NCSL) will: (1) collect documents on health reform implementation from other state-focused organizations and reframe the content for a legislative audience; (2) develop a health reform primer to guide legislators new to the issue; (3) identify state options and responsibilities for state legislators; (4) hold a series of issue-based Web seminars; and (5) connect state legislators and staffs with promising practices from other states.
