Planning to help state Medicaid agencies prepare for health reform implementation in 2014

Under this planning grant, the Center for Health Care Strategies (CHCS) will develop a blueprint for a technical assistance effort to enable states to make maximum use of the short time they have to prepare for the major expansion of Medicaid in 2014 and to integrate Medicaid with the state insurance exchanges. Technical assistance activities will include quick-turnaround analyses, as well as deep hands-on guidance, to help states with key decisions on operational-program issues, as well as on policy and technical issues critical to successful expansion and integration. CHCS will work with states to build the necessary capacity for next-generation Medicaid agencies as they move away from running a welfare program, toward becoming their state's largest purchaser of health care and managing their state's largest health insurance enterprise. Deliverables will include: (1) a framework of the key decisions states need to confront as they plan the expansion of their Medicaid programs and the data and analysis they can use to make their decisions; (2) a set of options for how states can integrate both the operations of their Medicaid program and state insurance exchange, as well as the policies across these two agencies in order to ensure continuous coverage and stable benefits; and (3) a defined set of technical assistance activities that can help move states through the implementation process.
