Developing and applying a descriptive framework for analyzing food safety resources

The Foundation's Public Health Systems Research program was designed to help establish the field of public health systems research as a needed resource that will enable governmental health agencies to improve their performance. This project continues the work of a previous grant to develop a tool for describing and analyzing government food safety expenditures on a system-wide basis in public health terms. The goal is a framework comprised of functional budget categories that allow evaluation of public health impact and which can be applied consistently across agencies at the federal, state and local levels. Applying this framework to current federal expenditures and testing the feasibility for analyzing state and local expenditures, the primary research questions are: (1) How should government food safety expenditures be categorized to enable their evaluation from a public health perspective? (2) Can actual food safety expenditure data be translated into these public health-oriented categories in a way that is feasible and useful? (3) How are federal food safety resources allocated across these categories? (4) How do current federal resource allocations relate to data and knowledge about opportunities to reduce risk across the system? (5) Can the framework be feasibly and usefully applied to state and local expenditures? and (6) What budgetary practices of government agencies foster or impede understanding and analysis of food safety expenditures from a public health perspective?
