Replicating Child FIRST, an early childhood system of care, in Connecticut, Phase 1

This project will replicate Child First, an innovative system of care for vulnerable children and families in Bridgeport, Connecticut, in four additional high-needs cities in the State. Child First targets vulnerable children, prenatal through 6 years, who exhibit developmental or emotional problems or have parents with multiple challenges that impede their ability to support and nurture their children. The program provides family-centered services, including screening, consultation and home-based intervention, and builds collaborative relationships among community service providers to ensure access to comprehensive, coordinated care. The project will deliver: (1) a state-level infrastructure for replication; (2) intensive training for replication sites; (3) analysis of data on outcomes across all Child First sites to assess effectiveness; (4) dissemination of evaluation findings to service providers, policymakers and other stakeholders; and (5) a public-private partnership that will include state agencies and state and national philanthropies to support future replication.
