Creating guidelines for policy-makers to develop a standard of health insurance affordability

This project will tackle one stumbling block in the current debate on health care reform -- the lack of consensus on how much individuals and families can afford for coverage -- by creating guidelines by which policy-makers can develop a standard of health insurance affordability. The grantee will generate the guidelines by using the Delphi Method to collect and synthesize expert opinion on affordability, then supplementing those findings with results of an online survey of public opinion on this issue. The grantee will disseminate its analysis by publishing a policy-oriented article in a journal such as Health Affairs, one or more articles aimed at a more technical audience, and a range of briefings for policy audiences.
