Conducting timely and objective policy analyses regarding the impact of health reform in rural areas
This grant will enable the Rural Policy Research Institute's Health Panel (the Panel) to study pending proposals on health care reform and provide policy-makers in Congress and the administration with analyses of their impact on rural populations and on the unique health care challenges faced in rural America. Congress is beginning the process of debating legislation that could fundamentally reform the nation's health care system. If legislation passes, the Panel will provide policy-makers with analyses of matters involving implementation. If the debate concludes without enactment of major legislation, the Panel will focus on policies that will address the many health care challenges that remain in rural areas, such as the high rates of uninsurance and underinsurance. As deliverables, the Panel will: (1) develop a policy framework through which to analyze policy proposals on health care reform and produce an accompanying briefing paper; and (2) analyze specific reform proposals, as well as implementation plans if legislation is enacted, through the rural lens articulated in the policy framework and briefing document.
