The Foundation's initiative, Maximizing Enrollment for Kids: Making Medicaid and SCHIP Work, was designed to increase health insurance coverage of eligible but uninsured children in Medicaid and SCHIP by helping states improve their policies and procedures and to measure the impact of these changes.The purpose of this project is to enroll and retain more eligible but uninsured kids in Medicaid and SCHIP by improving and streamlining policies, procedures, and systems. Virginia is planning to use the resources provided by this grant to develop a data warehouse that will serve as a model to other states and will support and spread policy changes within the State. Currently, the three data systems the State uses are not linked, which prevents the State from linking enrollment data with eligibility data. The data warehouse will allow the State to track coverage, utilization, and outcomes for all children, which will be particularly valuable in understanding the specifics about the children who are eligible for Medicaid and SCHIP, but did not apply and data related to the cost of churn.
