Maximizing Enrollment: Transforming State Health Coverage

The Foundation's initiative, Maximizing Enrollment for Kids: Making Medicaid and SCHIP Work, was designed to increase health insurance coverage of eligible but uninsured children in Medicaid and SCHIP by helping states improve their policies and procedures and to measure the impact of these changes.Under this project, Utah has set out four primary objectives, including an innovative approach to working with school districts to identify eligible children through the free/reduced lunch program data system, streamlining the application process; simplifying the renewal process and improving client education, and developing multicultural outreach strategies to reach, enroll and serve an increasingly diverse population. Although the state has made great strides to increase enrollment in recent years, participation in this program will help the state improve retention and reexamine existing policies that may pose barriers to enrollment, including an asset test and premium requirements now supported by the legislature.
