Evaluating the effects of Wisconsin's BadgerCare Plus reform package on enrollment and efficiency

The Foundation's program, State Health Access Reform Evaluation (SHARE), was designed to support research and evaluation of state health reform initiatives and develop an evidence base for future state and federal reform initiatives.This study grant will evaluate the simplification under Wisconsin's BadgerCare Plus using data from the Wisconsin Family Health Survey, ACCESS usage reports, and the County Income Maintenance workload model. Interviews and focus groups with enrollees, provider and advocacy groups, employers, and program administrators will provide explanatory and descriptive insight to observed effects.
