Most Foundation funding is devoted to development of new programs, with only limited resources for national expansion of successful social programs. One of the goals of the Foundation's Vulnerable Populations Portfolio is to explore new approaches to replicate widely promising programs. The Growth Philanthropy Network, a nonprofit organization, is developing a national network of individuals and organizations to expand proven social-health programs by building a permanent marketplace in which expansion-ready programs can access resources to spread their programs on a large scale to communities that need and want them. This grant supports the Network's Foundation Learning and Action Group to engage foundations and other experts and practitioners in a process to develop and disseminate knowledge about effective program expansion practices targeted to improving the lives of vulnerable children and families. Group members will participate in program evaluation and selection and contribute critical thinking, advice, ideas and recommendations to expansion initiatives conducted by the Growth Philanthropy Network. Two to three expansions per year are anticipated. It is possible that appropriate programs from RWJF's Vulnerable Populations Portfolio may be considered by the Growth Philanthropy Network as a candidate for program expansion. Members of this group include other national foundations (e.g., Annenberg, Calvert, Atlantic Philanthropies); community foundations; corporate funders; and high net worth individuals. Measures of success will include the circulation and use of materials, Web site use, member participation and satisfaction, and collaborative funding partnerships that emerge from group participation.
