The Foundation's State Coverage Initiatives was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.States play significant roles in health coverage ranging from providing coverage to low-income populations to regulating the health insurance market. Given rising health care costs and growing numbers of the uninsured, executing these roles effectively continues to be a challenge, especially in what are often understaffed state agencies. This grant supports the National Governors Association Center for Best Practices (NGA) to provide information and assistance to governors to enable them to maintain or increase current levels of health insurance coverage in both the public and private sectors. In providing this assistance, the NGA will act as a dissemination vehicle for State Coverage Initiatives projects and connect states to the consultation services available through the program. The project will be considered successful if at least five states receive program information or services through the assistance of the NGA. The project deliverables include monthly highlighting of coverage issues in the NGA policy newsletter, production of at least one issue brief yearly, and hosting three state-based technical assistance visits or workshops on coverage per year.
