Replication of RWJF's Covering Kids & Families program process improvement collaborative in LA

The Foundation's program, Covering Kids and Families, was designed to increase the number of eligible children and adults who are benefiting from federal and state health care coverage programs.This grant enables the Louisiana Department of Health and Hospitals to contract with the Southern Institute on Children & Families to implement the Covering Kids and Families (CKF) Process Improvement Collaborative with local Medicaid eligibility offices across the State of Louisiana. A team from Louisiana participated in the 2005 CKF Process Improvement Collaborative which included teams from states across the nation. As a result, they were able to reduce the average processing time for nearly 4,000 monthly applications from pregnant women for the LaMOMS program. The reduction from 19 to 5 days was accomplished using process improvement and small-scale testing techniques learned through the CKF Process Improvement Collaborative. The devastation and service disruptions caused by hurricanes Katrina and Rita have increased the need for the Louisiana Department of Health and Hospitals to make improvements to the efficiency and effectiveness of their operations. The Louisiana Eligibility Process Improvement Collaborative includes: three 3-day learning sessions--between learning sessions, teams will apply knowledge and skill in their work environments and measure and report results; four site visits to participating parishes to assist with process improvement strategies; and ongoing access to an interactive Web site that provides support to the teams' efforts.
