Patterns of individual health plan coverage among non-elderly adults

The Foundation's Changes in Health Care Financing and Organization program was designed to support research, demonstration, and evaluation projects examining major changes in health care financing.To better understand the dynamics of participation in individual insurance plans, this study will examine patterns of individual health plan coverage among non-elderly adults in the United States. The three questions to be addressed are: (1) who uses the individual insurance market; (2) what role does individual insurance play in providing longer-term versus bridge coverage; and (3) what are the patterns of entry and exit from the market. Answers to these questions will provide crucial information about the characteristics and dynamics of this market that should inform federal and state policy makers seeking the best options for sustaining affordable individual insurance coverage.
