Cash & Counseling

The Foundation's Cash & Counseling program was designed to provide an expansion of a proven model of consumer-directed supportive services to more states, allowing thousands more older adults and people with disabilities to have choice and control over the care they receive.The New Jersey Personal Preference Program offers New Jersey Medicaid beneficiaries the opportunity to receive a monthly cash grant in lieu of traditional agency purchased Personal Care Assistant services. Using the concept of "consumer direction," Medicaid-eligible recipients can direct and manage their personal care services. Through a monthly cash allowance, participants in the demonstration work with a consultant to develop a Cash Management Plan to decide the services they need and the agencies they wish to hire to provide these services. The cash allowance may be used to hire individuals; including relatives, friends, and neighbors to provide assistance. Grant funding may also be used to purchase service from agencies, buy durable medical equipment and assistive devices, appliances, or other items that meet personal care needs. The program requires greater consumer responsibility, but offers the participants greater control, flexibility, and choice.
