This grant provides support for a planning phase to test a new model designed to increase access to care for the uninsured. It is based on the hypothesis that low-income uninsured working families will be more likely to seek necessary primary and preventive care if they are enrolled in an affordable "Medical Access Card" program which provides access to discounted health care services. The planning will include market research, network and marketing plan development, information technology, and evaluation design. The result will be a business plan for implementation of the program.
