Developing and assessing workable strategies to expand health insurance coverage
Although the number of uninsured individuals in the United States continues to grow--approximately 44 million were uninsured in 1998--this issue continues to assume a comparatively low public profile. One reason for the low level of public engagement may be the lack of a venue for developing and debating policy options, encouraging new approaches and fostering an intellectual climate dedicated to sustained effort on this issue. The purpose of this project is to establish a forum for developing, evaluating and disseminating creative ideas for health care reform through a dynamic policy development process. Essential elements will include the development of a range of coverage proposals, intensive evaluation and analysis of these ideas for coherence, completeness, cost and applicability within the real world, and the dissemination and promotion of these ideas.
