Access to health insurance for persons with severe chronic disabling conditions
The Foundation's program, Building Health Systems for People with Chronic Illnesses, was designed to support models of care for people with chronic illnesses that aim to overcome fragmentation of services, financing barriers, and episodic care. This project, the Oregon Employment Initiative, is a collaboration among the Oregon Department of Human Resources, Senior and Disabled Services, Vocational Rehabilitation Divisions, persons with disabilities, Oregon employers, and the Federal Health Care Financing and Social Security Administrations to develop and demonstrate a model for employment and health care support. It will endeavor to eliminate penalties for work participation by people with disabilities, such as loss of Medicaid, and will provide training and support to enable them to find and maintain employment. The project will: (1) provide health coverage through contributions from employees, employers, and the Oregon Health Plan; (2) demonstrate overall savings of public monies; and (3) increase employment opportunities and improve outcomes for persons with disabilities.
