Healthy Kids Replication Program

The Foundation's Healthy Kids Replication Program was designed to replicate in five to seven states the Florida Healthy Kids program (a subsidized, comprehensive insurance product designed specifically for children ages 0-18 and sold through schools).Under this three-year competitive program, approximately seven states will be awarded grants. These include planning grants for states to develop their programs and implementation grants for those ready to proceed. The State of New Hampshire Health Access program is an expanded health care coverage plan for the uninsured under the Medicaid waiver for AFDC related groups. The program will assure care for children who qualify for either Medicaid or Title XXI. New Hampshire intends to purchase health coverage for Title XXI eligible children through New Hampshire Healthy Kids. This partnership will be accomplished through utilization of public and private coverage vehicles, both current and under development. Families will apply for either program at a variety of sites within the cities and towns. The Department of Health and Human Services will design the benefit package in conjunction with Healthy Kids and their current contractor, Blue Cross/Blue Shield NH. Under the grant, Healthy Kids will take the lead in broad-based promotion, marketing, outreach and customer service activities. They will take primary responsibility for development of printed materials, outreach through schools and child care agencies, maintenance of a toll-free help line, and statewide promotion campaigns. The goals are to identify all uninsured children, connect them to the appropriate coverage program, and provide good customer service.
