Multi-site demonstration of a substance abuse treatment program for hard to employ women on welfare
The purpose of this solicited proposal is to develop and evaluate a unique program to help states address substance abuse in the context of welfare reform. During this phase of the initiative, up to ten states would be selected to develop and implement an innovative model known as FamilyWorks, that combines state-of-the-art substance abuse treatment with job training and other supports to help former welfare recipients move into jobs. Phase I funding would also support evaluation efforts to assess both process and outcomes, which would inform the design of a random assignment evaluation project (Phase II).This project builds on a planning grant awarded in April 1997 to The National Center on Addiction and Substance Abuse at Columbia University to develop this initiative.
