The Foundation's IMPACS Program - Improving Malpractice Prevention and Compensation Systems - was designed for states, health care organizations, and researchers for the development, demonstration, and evaluation of innovative mechanisms for compensating persons injured by medical care. This project will reconsider the theory and practice of enterprise responsibility for health care injuries in the evolving era of managed care, integrated delivery systems, and capitated providers of care. The investigators will describe and assess the development of "leading-edge" practices deriving from management of medical quality or liability risk that hold promise of improving patient safety by reducing medically caused injury.
