Evaluation of business initiatives in health care purchasing

The Foundation's Changes in Health Care Financing and Organization program was designed to support research, demonstration, and evaluation projects examining major changes in health care financing.The purpose of this project is to evaluate employer health care purchasing initiatives that are based on "value-managed health care purchasing." ESRI will subcontract with the Midwest Business Group on Health and the National Business Coalition on Health to study business coalitions that have designed and implemented new purchasing strategies geared to improving quality and reducing health care costs. The research will comprise three stages: (1) a process evaluation; (2) an assessment of intermediate outcomes; and (3) a quantitative impact evaluation. The objective of this study is to provide employers and policy makers with additional information about the effectiveness of community-based efforts of business coalitions and individual companies to reform the way health care is purchased.
